Bringing Digital Certification to the Ontario Land Registration System
At Teranet, we are committed to maintaining the reputation of Ontario’s Electronic Land Registration System (ELRS), as the most modern, secure, and efficient system in the world. Together with our partner, the Ministry of Public and Business Service Delivery and Procurement (MPBSDP), we are excited to introduce Digital Certification, a new phase of digital innovation and automation in the ELRS that will enhance the overall experience for customers and help government operate more effectively.
What is Digital Certification?
Digital Certification will expedite the document certification process and dramatically reduce service times by leveraging automation. Teranet designed and implemented the new Digital Certification capability which verifies that eligible land registration documents meet the business rules prescribed by ServiceOntario. Such documents will be automatically confirmed and then certified in near–real time. Although at the onset, Digital Certification is only being piloted with specific documents, the groundwork is laid for future expansion of digital certification for a broader range of documents. Furthermore, this digital transformation will help protect the integrity of Ontario’s land registration records.
A Journey of Innovation
The journey of innovation began decades ago when the Province of Ontario created Teranet as a public-private partnership to realize a vision to deliver the world’s first digital land registry system. Since then, Teranet has continued to leverage advancements in technologies to strengthen and modernize Ontario’s ELRS, including automating customer account services through MyTeraview, and migrating our infrastructure to the Cloud to benefit from the extensive cutting-edge capabilities and fortified security inherent in this IT strategy. What started with the digitization and automation of paper land registration documents and records, followed by the introduction of online remote search and electronic document registration services (e-Reg) through Teraview®, has culminated in a truly end-to-end digital land registry experience. The final piece of the puzzle—Digital Certification—is now in place.

What’s Next?
The work doesn’t end here; this is just the beginning. Digital Certification will be rolled out to other document types once the pilot has concluded, creating efficiencies at multiple levels and elevating the overall customer experience. Digital Certification is but one part of our shared vision with ServiceOntario of innovation for land registration in Ontario, demonstrating the long-term sustainability of Teranet’s technologies, data integrity, security, and operations. It also demonstrates the effectiveness of our collaboration with ServiceOntario to continually innovate and ensure the ELRS delivers a world-class digital experience.
